Kansas is pulled in opposite directions on Medicaid expansion

 The passage of Medicaid expansion along Kansas’ most-populated border, and the victory of conservatives over moderates in the primaries means that the state is being pulled in opposite direction on Medicaid expansion, I wrote in last week's column.
